Methodology
Our empirical interest is in the transfer of knowledge between science and higher education research and the ministries of science in the German federal states. This is how we proceed in our investigation:
In two work packages, we review the state of research on knowledge transfer and conduct a comparative analysis of the federal states using various data sources. This provides us with an insight into the understanding of knowledge transfer in the 16 ministries of science.
Based on the literature reviews, guided interviews will be conducted in science ministries and intermediary organizations with a focus on science and higher education research. The aim of the qualitative interviews is to elaborate the knowledge stocks, organizational modes and practices on knowledge transfer both within the ministries and with science and higher education research.
After the interviews have been analyzed, online surveys will be conducted with employees of the ministries of science and with science and higher education researchers. The quantitative survey focuses on the individual, interactional and organizational aspects of knowledge transfer.
The results of WiHoWiT will be presented and discussed in open transfer workshops with representatives from science ministries, intermediary organizations and science and university research. The aim of the workshops will be to develop design options for sustainable transfer paths together with the participants.
